New vs Remanufactured Steering Racks: How to Compare Quotes

Two rack quotes can differ in supplied parts, testing and core-return terms. Compare the details before choosing a new or remanufactured replacement.

By KITLAMT · · Buying guide

A lower rack price can come with extra parts to buy or an old unit to ship back. To compare a new steering rack with a remanufactured one, first match the application, supplied components, testing and total order cost. If a core refund is involved, check its conditions before counting it as a saving.

What are you actually buying?

Ask the supplier to put the condition on the quotation: new, remanufactured, used or repaired. A new aftermarket rack and a new genuine OE rack are different offers; confirm the manufacturer and brand too.

For a remanufactured rack, ask what the process covers. Has the assembly been dismantled and cleaned? Which components are checked for wear or damage, which are replaced, and how is the finished unit tested? A description such as “refurbished” leaves those questions open.

Bosch gives a specific example. In its eXchange program, wearing parts in remanufactured products are replaced, while remaining components are checked against permissible tolerances and reconditioned or replaced where needed. The program includes hydraulic and electric steering systems, and also includes new parts. The word “exchange” alone does not tell you whether the rack you receive is new or remanufactured. Make sure the two quotes cover the same replacement

Start with the complete OE reference, including its suffix, and the vehicle's make, model, production year, engine, sales market and steering side. Send a VIN or chassis number when available, along with clear photos of the label and connections. Our steering rack RFQ checklist lists the identification details to prepare.

Then compare the supplied assembly. Are inner tie rods and boots included? What about brackets, mounting hardware or a sealing kit? For an electric rack, confirm which motor, sensors and control module are supplied, where applicable. Get the answer for the quoted part number rather than assuming “complete rack” means the same thing in both offers.

For example, CARDONE's remanufactured hydraulic rack 22-1127 lists inner tie rods as included, but outer tie rods, mounting brackets and mounting hardware as excluded. Check the packing list for your quoted reference. CARDONE 22-1127 specifications

Two prices are hard to compare when one includes parts the installer must buy separately for the other.

Ask what “tested” means for this part

The test needs to suit the steering system. A hydraulic rack and an electric power steering rack do not have the same operating requirements.

CARDONE's 22-1127 page describes hydraulic testing for flow, leakage and performance, where applicable. Its electric rack 1A-18000 page describes a factory test that simulates operating conditions and checks vehicle communications. These are examples of the manufacturer's stated checks; they do not establish how another supplier tests its products.

For either a new or remanufactured offer, ask:

A brochure describes a product range. A test record should identify the unit or batch checked, the checks performed and their results. If a report is unavailable, record that gap rather than treating a general quality statement as a test result.

A video can help, provided you read it for what it shows. In our BMW F30 EPS motor bench-test review, visible shaft movement confirmed rotation; the recording did not establish rated torque under load or approve the complete rack. Ask the same questions when assessing a supplier's demonstration.

Put the core return beside the purchase price

In remanufacturing, a core is the used part returned for rebuilding. A remanufactured offer may have a core deposit or exchange requirement. Get the terms in writing before counting a refund as a saving.

ZF's European core-return guidelines illustrate why this matters. In that program, return periods depend on the core type and start from the invoice date. Acceptance depends on the returned part's condition, and transport arrangements vary. Those rules apply to ZF's authorized direct customers in Europe under this core-return program; your supplier's agreement may be different. ZF core-return guidelines, pages 2, 6–11

For an overseas purchase, confirm the return address, deadline, acceptable condition, packaging requirements, freight responsibility and refund timing. Ask what happens to a rejected core: is it returned, held or disposed of, and who pays? Check the proposed route with the carrier and customs adviser before committing to ship a used component.

Separate the amount due to the supplier now from the total cost of the order. For the total, list the rack price, outward freight, applicable import charges, separately needed parts and any core deposit and return freight. Use the same currency and delivery basis when comparing quotes, and count each charge once if it is already included. Then calculate the cost after an accepted core return, deducting only the credit allowed under the agreement.

A quote with no core-return requirement avoids that part of the transaction. It still needs the same fitment, specification and testing checks.

Compare warranty support and installation requirements

Ask what the warranty covers, when it starts and what documents are needed for a claim. Confirm whether removal and refitting labor, diagnostic work or return freight are covered. A warranty period alone does not answer those questions.

Have the installer review the supplied instructions before the order is finalized. CARDONE's 1A-18000 page specifies sensor recalibration after rack replacement for its stated application. That is not a universal procedure for every EPS rack. The workshop should identify any programming, calibration or relearn required for the particular vehicle and replacement part.

For hydraulic applications, agree how the workshop will check the fluid circuit and follow the applicable flushing and bleeding instructions. Our hydraulic rack replacement guide covers the questions to discuss. This article compares purchasing options; steering diagnosis and installation belong with a qualified technician using the vehicle's service information.

Use one comparison sheet before you order

Put the answers next to each other. Blank entries are unresolved questions, not matching specifications.

Installation and setup requirements Instructions and workshop confirmation Instructions and workshop confirmation
Payment, freight and extra parts Itemized cost and currency Itemized cost, currency and any core terms
Warranty and claim expenses Coverage and process Coverage and process

Keep a remanufactured offer in the comparison when its rebuild information is clear and its core terms work for your location. If the return freight or deadline makes the refund impractical, compare the cost without that credit, or ask for a quote without a core return. Apply the same fitment, testing and warranty checks to the new offer before choosing.
